BDA Health & Safety Sub-Committee – Precis of September 2025 Meeting

The BDA Health & Safety (H&S) Sub-Committee met on 25th September. The meeting provided updates across key areas including site safety, equipment inspection, occupational health, and audit performance.

Key Highlights:

  • LOLER Position Paper – Positive feedback was received from the industry on the recently published LOLER Position Paper, reinforcing its relevance and clarity for drilling operations.
  • Cable Percussion Drilling (Working at Height) – A BDA Audit observation regarding the use of temporary working platforms for Cable Percussion (CP) drilling led to discussion around whether these constitute “working at height”. The committee agreed that they do, and that such instances should be recorded accordingly, with further guidance and recommendations to follow.
  • Casing Clamps – Following reports that some rigs are operating without casing clamps, it was agreed that this should be reclassified from a minor to a major non-conformance within audit reporting. An alert will be issued to BDA members to raise awareness.
  • Ground Gas Exposure (Drill Only Contracts) – Concerns were raised around exposure to ground gas where H&S support is limited. This topic will be further incorporated into the BDA’s Safety Manual.
  • Rotary Drilling – Pin Shearing & Hydraulic Hoses – An incident involving a pin shearing during SPT operations was discussed. The committee reaffirmed that manufacturers’ guidelines should be followed  The Chair of the BDA H&S Sub-committee will liaise with the relevant manufacturer for further advice. It was also noted that any hydraulic hoses showing damage MUST be replaced immediately, with implications for audits and pre-start checks. The committee will review PD ISO 17165-2018 to clarify acceptable wear and tear.
  • Auto-Hammer Storage – Incorrect storage of auto-hammers has been observed on several sites. Awareness programme will be established to remind members of correct storage practices.
  • Sonic Rig Whole Body Vibration – Monitoring is underway following reports of drillers feeling unwell while operating sonic rigs. Findings will be shared when available.
  • Audit Performance and Classification – Recent audits identified recurring issues, including incomplete pre-start checks, SPT hammer guarding, and missing rope identification. The committee discussed whether a threshold should be introduced for the number of minor findings permitted before triggering an overall audit failure. A review of applicable regulations and best practice will be undertaken.
